Dead Letter Office wax seal
Returned for postage - foreign destination
Addressed to Captain Lee, 16th Dragoons, Headquarters of the British Army Flanders and initially posted unpaid from Garryhunden, south of Carlow, 43 Irish miles form Dublin. Charged 4d for more than 30 miles. In Dublin, sent to Dead Letter Office as undeliverable, opened to discover sender, then resealed with wax seal reading: DEAD LETTER OFFICE/IRELAND, central design is a crowned harp with mermaid. Endorsed: Returned to Thos Parker Butler, Garryhurden Carlow to pay 10d postage. Manuscript 4 deleted and 8 charged for return.

..........Mr. Butler reposted his letter, paying 10d - which is broken in split rate notation as: Irish-4d/British-6/0.10.
The rate to Flanders in the Low Countries was similar to that of France, without British overseas charges outgoing from London, however inland charges to London required pre-payment.

AP/21 and AP/27 Dublin Bishop marks. Dublin circular POST/PAID/D overstruck with London experimental octagonal POST/AP/9-30-4/PAID - used only from April to July, 1794.
